When I select "Install" in the grub menu, the system starts to lad the kernel and the it freezes with a message "Loading Kernel..."

For this type of hardware that is a blocker.

I've tried both UEFI and non-UEFI, this is unrelated to that.
12.3 will boot and start the installation, with uefi.

non-UEFI does not even have a grub, so you *do* have the same UEFI problem as the ship stopper marks

duh disable secure boot != disable uefi.

I confirm this is a duplicate of bug 841426 :
after selecting legacy boot the install begins.
