found in mailman package:
%verify_permissions -f /usr/lib/mailman/sgidlist
%set_permissions -f usr/lib/mailman/sgidlist

Sadly release 12.3 is out of support. As such to keep cruft from our bugzilla please open a new ticket if you are still observing the issue.

On TW we are using the -f argument and it seems not to fail, so lets consider this fixed.
