ucode-intel (and ucode-amd?) replace microcode_ctl (possibly) in functionality, but the packages were not installed during upgrade.

They should have been installed.

I can confirm that ucode-intel was not installed during upgrade to 13.1
It isn't installed even after a new installation of 13.1 (tested DVD x86_64 and KDE Live x86_64)
