I have install the 13.1 64 bit an in YAST I install the keyboard with german leyout. The entry in The /etc.... is correct. 
When I start the system new by the login the amerikan layout is active.

I installed the fglrx driver and the problem is disappeared.

Stano, any news here regarding this issue? This might be a serious blocker for users using special characters in passwords.

This seems not to be bug against kbd -> don't assign to Stanislav. Marking as duplicate of bug with same symptoms.
