+++ This bug was initially created as a clone of Bug #846361 +++

The fix for Bug #846361 breaks STARTMODE="ifplugd".

ifplugd is started, but network is not set up.
Tested here with two interfaces, one DHCP, one static. Both stay down.
Changing to STARTMODE="onboot" works around the issue.
