I have been testing 13.1 with RDNSS, which is a method of obtaining a DNS server address via IPv6.  On my notebook computer, running 13.1 and using the KDE network manager, it does not obtain a DNS server address, unless an IPv4 DHCP server is running.

As RDNSS is the preferred way of obtaining a DNS server address, as per RFC6106, this should be fixed.

I can add that it doesn't work with regular ifup/ifdown/wicked either.

  auto6: apply rdnss/dnssl and wait for autoconf (bsc#902897,boo#916613)

Note: to wait for autoconf to finish, BOOTPROTO=auto6 (or some
dhcp+auto6 or static+auto6 combination) is needed.
It causes too many and too long timeouts to always wait for
autoconf, because of 1001 constrains in this area.

Without auto6 in BOOTPROTO, we apply rdnss/dnssl when RA arrives,
but do not wait for autoconf to finish.
