Actually there were problems regarding this in the installer and the base system (the mappings between the console and Xorg keyboard layouts AIUI), that should be fixed since weeks. See also Bug#943735. In particular also the german keyboard layout was not working at all if you configured it in YaST (the "deadkeys" variant worked fine though). I saw this here as well, but cannot reproduce it any more. Let's close it as fixed therefore.
