Build Identifier:

Using the 2015-09-24 Minimal install disk to install tumbleweed, I can select English UK from the grub-like menu to pre-populate the language, keyboard and license agreement, or I can leave the boot in english us, and then change to language: English UK and keyboard layout: english uk, but I get the same result when typing characters into the keyboard test. A US keyboard layout (Hitting the @ key gives me " etc.)

Reproducible: Always

Steps to Reproduce:
1.Download minimal install disk
2.Select English (UK) as the keyboard layout at boot or at license agreement screen
Actual Results:
Get US keyboard layout

Expected Results:
Get UK keyboard layout

This has been there a little while, I just thought the first time I installed from early september I had not selected the keyboard, but no, it be a bug.
