You can't bootstrap those two packages because

console-setup.spec:

Requires:       kbd

kbd.spec:

BuildRequires:  console-setup

so you can build console-setup w/o kbd but then when trying to build kbd
it requires itself.

Thanks. Fixed via SR#356472. Hopefully someone will accept it and forward it to openSUSE:Factory.
