The target tag of the file /etc/products.d/baseproduct is empty, so the zypper tos command returns an empty value making the services to add all the repositories in the repoindex.xml file

Any indication where this is really used so I can assess what possible tags we should publish there? (sle-12 reports sle-12-x86_64 for example)
