I'm installing openSUSE Tumbleweed from openSUSE-Tumbleweed-NET-x86_64-Snapshot20180407-Media.iso. If I choose Russian, installation has been interrupted at the "User Interface" screen.
With English installation is OK.

Reproducible: Always

Steps to Reproduce:
1.Boot from installation media
2.Choose Russian - Русский
3.Next
4.Select user interface
5.Next
6.
Actual Results:  
Installation interrupt with an YaST2 error:
"Details: incompatible character encodings: ASCII-8BIT and UTF-8
Caller: /mounts/mp_0001/usr/lib64/ruby/vendor_ruby/2.5.0/yast/ops.rb:241:in 'add'".
