NetworkManager-wait-online needs to be enabled together with NetworkManager, iow the following upstream patch needs to be backported to 15:

Upstream commit backported in home branch[1]. But currently NetworkManager
depends on this SR[2](accepted but not yet released) to build successfully.

you can either build against SUSE:Maintenance:10667 in your home project or linkpac the polkit-default-privs from there into your project to make NM build.
If NM builds just go ahead and submit it. Maintenance should group NM into the same incident then.
