There was a bug introduced in version 1.2.153 of the vulkan loader which prevents almost all vulkan games in proton to work in Tumbleweed.

See https://github.com/KhronosGroup/Vulkan-Loader/commit/a148cdd490417324bf7db925ac2ff0f4e4cafd61 for further details.

Reverting the commit and rebuilding libvulkan makes everything working again.

With current libvulkan1-1.2.153-1.1 apps lauched directly (including regular Wine with DXVK) can use Vulkan just fine.
But apps launched from Steam - native ported games and Proton with DXVK can't initialize Vulkan.
DXVK emits this: "err:vulkan:wine_vkCreateInstance Failed to create instance".

Downgrading to libvulkan1-1.2.151-1.1 from Tumbleweed snapshot 20200917 fixes everything.
