The link works as expected and eases the creation of a bug - if you use it, it will open a template form with some pre-filled fields.

In your case you seem to have used the link from https://build.opensuse.org/package/show/home:saber716rus/serviio - clicking it opens a new BugZilla form with the correct fields.

If you were to use it from a different project, for example from https://build.opensuse.org/package/show/home:crameleon/shmux, the link would adjust respectively:

https://bugzilla.opensuse.org/enter_bug.cgi?classification=7340&product=openSUSE.org&component=3rd%20party%20software&assigned_to=mail@georg-pfuetzenreuter.net&short_desc=home:crameleon/shmux:%20Bug

Note that the "Report a bug" menu entry only appears if the project has a Bugowner assigned, and that you will need to log in to BugZilla before or after using it.

If the link does not open a pre-filled form for you, I suggest trying it in a private browser window.

What is the difference between 2 links? I'm going to https://bugzilla.suse.com/ no problems, in the same https://bugzilla.opensuse.org I can't enter.

I would like to understand why this is so, but the most interesting thing is at https://bugzilla.suse.com /, and at this address in no way https://bugzilla.opensuse.org/

Again, why do you think you are unable to report a bug on one URL but not the other? Describe the steps you do, and what you observe until you think "hmm this is not working".
