package aspell-nl missing

What's the reason that aspell-nl is not part of the distribution? The tarball exists at http://aspell.net/man-html/Supported.html When running gramps (a python/gnome program), it complains about missing aspell nl_NL lists: # gramps Spell.py: aspell: No word lists can be found for the language "nl_NL". I guess it has something to do with the license, but https://bugzilla.novell.com/show_bug.cgi?id=42024 is not clear what the exact problem is. Is it possible to have the aspell-nl tarball included in distribution?
That's strange, aspell-nl has Package status: production, but I can't find it not even on ftp mirror, nor DVD media.

I have to create new tarball from another project, where the license is O.K. The old tarball is unusable from the legal point of view.

I Installed the package on 10.2 After the aspell installation I started the application (gramps) that complained about the missing aspell data. This time no message about a missing aspell, so it seems to be solved. I have no other idea how to test the package. I check via # strings /usr/lib/aspell-0.60/nl.rws | less and I recognize the words that are spit out. :) One remaining question, why an i586 package and not a noarch package? Is that because the package is derived from just aspell?

So, what's the story with aspell-nl and openSUSE 10.3 release? I find this package on the DVD, great. But why is it missing from download.opensuse.org? At least, it is not in http://download.opensuse.org/distribution/10.3/repo/oss/suse/i586/
