I think it is some kind of design flaw -- voting. Example:
I reported something for opensuse 10.2 which appeared to be a
duplicate bug from SLE. So my report is "sucked into" SLE and I am not able to
vote for any SLE problem.
I would say that there should be not restriction on voting for anyone, and
adding replies from duplicates reporters.

Most products in bugzilla.novell.com (like SUSE LINUX Enterprise Server 10) do not have voting turned on. This is a product management decision, not a design flaw.

I think it would be a better to display info "voting for SLE is disabled for all users" not "you have no privileges...".

Ah, my mistake -- I was referring to SLE, while I was thinking about SUSE Linux. In SL, not in SLE, there is a message "you have no...".
