Several forum posts suggest I'm not alone, as does the suggested hack/work around I found.

CUPS will not open, compalaining about cannot open/find:
http://localhost:631

Things seem to work if hosts allow is set to (but this exposes my machine - correct? hence the critical ranking for this bug)
cupsd : ALL : ALLOW

suse firewall settings seem to have no effect?  Are the Suse firewall and hosts.deny, hosts.allow mutually exclusive?
If so, perhaps some indication/hint can be provided in the firewall GUI that the settings are likely to have no effect/protection?
