Kcontrol displays English on the left panel under Chinese env

Fresh installation of openSUSE 10.3, KDE, Language: Simplified Chinese. kcontrol displays English on the left panel, while the right still displays Chinese. Clicking into a sub-item on the left e.g.Appearance...., The left panel becomes normal showing Chinese. Workaround: update KDE packages from build service KDE:KDE3 suspected buggy package: kde3-i18n-zh_CN.
I'm not aware of any change in KDE:KDE3 which could have fixed this. Are you sure that the kde3-i18n-zh_CN (still 3.5.7, right?) has fixed this? Can you please try if you reintroduce the error by "downgrading" that package to the distribution version? How did you change the language for kcontrol? Did you just start it with "KDE_LANG=ch_CN kcontrol"? Or did you change your system language? Or just switch the user's desktop language? Did you relogin after that or run kbuildsycoca? Sorry for that many question ;-)...
I downgraded the kde3-i18n-zh_CN, and the problem had not happened again. Downgraded the kdebase3, the problem had not happened again. So I've not idea which package is wrong. However, I installed another 32 bit openSUSE 10.3 on another machine, it happens again. Please notice that the left pannel is not all English, but with one item in Chinese. If I click into an English item, the left panel displays all Chinese. It seem to me a po file problem. I haven't change my system language, it is still zh_CN.UTF-8 by default. >echo $KDE_LANG returns a blank line. btw. I do relogin every time After downgrading packages to see if it works.
With the latest update from KDE:KDE3 KDE 3.5.8, the problem disappears, as expected. Still don't know what is wrong. Will there be an online-update for major KDE packages?
I don't think we will do online updates for translation fixes. As you say latest version works fine, closing this as fixed for 11.0.
