All 48x48 emblems in gnome-icon-theme (2.20.0-3/2.20.0-17) 
(/usr/share/icons/gnome/48x48/emblems/) have 32x32 sizes. This was a workaround for the old icon-theme vs. nautilus emblem size game. They should now be 48x48, like the directory says, to appear in correct size in nautilus.

Already reported upstream and evidently much discussed, even if final action isn't there yet:

This is best resolved upstream.  Feel free to chime in there.  We'll get the fix in a future upstream tarball.  Resolving LATER.
