In a default KDE installation (KDE4), a pop-up can be placed below an existing pop-up of the same application.
Simple way to reproduce: yast2 --qt nfs, Add, Choose [Server]: the server selection window comes up below the dialog for Adding.
It works fine with yast2 --gtk.

Miso said he saw it with Kopete too.

Seen in oS 11.0 alpha 3+ during registration process too.
(Second popup is behind the first one.)
