Install 11.0 without being connected to the internet.
Afterwards start - still without internet connection - the yast2 package manager.
See an error message:
"Cannot access installation media (Medium 1)
 Check wether the server is accessable".

Details shows that the connection to opensuse.org is not working - which is logical as no internet connection exists.

The error is twice bad:
First, the 'installation media' let's the user first think of the media _he_ used to install (CD, e.g.). Second, It should not be an error, but a popup saying 'Hey, no internet connection, We'll skip the setting up of the repositories on the internet, or press the button foo when you have connected to the internet'.
Via d-bus it should be easy to determine if the internet is up or not.
