If the install of KDE4 is selected as root NOT being the default user the Session Manager and any other setting is inaccessible. There needs to be an "Administrator Mode" button as there is in Kcontrol of KDE3. Other options in the new Control Center are also not accessible as NO "Administrator Mode' button is present.
