I launch the KDE-Menu and use Drag and Drop to Copy the *.desktop-File from KDE-Menu to the Desktop. In /home/$USER/Desktop the new Icon is visible, but not on the Desktop.

What is your KDE version (rpm -q kdebase4-workspace)?

The desktop root of KDE 4.1 doesn't display the content of ~/Desktop anymore. You have to add a folder view plasmoid which shows the content of ~/Desktop.
