virtualbox does not start. I get the following message: "Effective UID is not root"

Yeah, sure.
Hubert is this a new installation or upgrade of OS11.1GM? I tested this in new installation and it worked without problem (i just had to put my login to vboxusers group)
If it is an upgrade, look into /etc/permissions.easy and check VirtualBox permissions.

Also if you have secure setting (you use permissions.secure), you must be root to use virtualbox.

it is an upgraded system. 11.0 to 11.1betasomething.

ok, this was a bug in betas, but is it fixed now (=in OS11.1)

so why upgrading the package didn't fix it?

because the fix was achieved by changing package "permissions". Upgrade that and it should work.
