On x86_64, libproxy0-32bit is required by libsoup-2_4-1-32bit, which is perfectly fine.

But: libproxy0 on it's own does not offer any functionality. The plugins also need to be provided in their -32bit capabilities.

the plugins are installed by recommends: packageand() mechanism at the moment.

Severity Major: the library is not able to perform as expected by gnome upstream in this constellation. (It will always fall back to direct://)

Please see also bug 354164 comment 12. There is a change to generate these symbols automatically.

Is there anything I can help here? As co-author of this prog I have somewhat an interest of it being functional :)

I tried playing with supplements: packageand() in baselibs.conf, but whatever I do seems not to work.
