I dis/enable PROXY by YaST2 > Network Services > Proxy tool, but it hasn't influence to other application like wget

we should get libproxy support in those tools.

It maybe should, but it can't (as long as application gets proxy setup from environment variables - as wget does). See here detailed explanation why: http://lists.opensuse.org/opensuse-factory/2009-01/msg00460.html

As for libproxy support, the best way would probably be to file a feature request (or bug(s) for the maintainers of CLI tools that get proxy from the env. variables)
