FYI: I'm using openSUSE 11.1 + KDE 4.3 RC1 (from KDE:KDE4:Factory:Desktop via one-click-install), so this bugreport is basically against the Factory KDE version.

Even if bug 412938 says that there is a migration tool for KDE3 -> KDE4, it seems there isn't (or it didn't work for me).

What I did:
- install a new machine with openSUSE 11.1 + KDE 4.3
- copy over my home directory from the old machine (where I only used KDE3)
- login at the new machine to KDE 4.3

Result: Lots of configs and data (KMail settings, Akregator archive etc.) were lost.

Workaround: I could fix the problem with
    cp ~/.kde ~/.kde4
At least at the first look, the KMail and Konqueror config and the Akregator archive are working fine.

-> KDE4 should do this migration itsself automatically if it detects that 
   ~/.kde4 does not exist yet and ~/.kde exists.

Basically this bug is the same as bug 412938, even I cp is probably not the "official" migration tool ;-)
