Why shall we mention it?  Does it behave differently?  Where can the user find more info?  Without additional info, I just could add:

I wouldn't say adjusting is needed. Replace the second sentense with something along the lines of "You can still use syslog-ng if you have a setup that relies on it". Updates do not touch it.

This is good news.  My proposal:

Switching from syslog-ng to rsyslog

rsyslog is now the default tool to log system messages, replacing
syslog-ng. You can still use syslog-ng, if you have a setup that relies
on it.

Comment #3 sounds perfect to me! Although most people wouldn't read release notes anyway, getting a clue about things that have changed from the release notes is very helpful (such as no longer enabling sshd by default). Thanks!
