Kde help cannot be launched from kde Applications

from any KDE4 Application,I cannot launch help from Help > "Application Help".
See the attached image for the error.

Reproducible: Always

Steps to Reproduce:
1.Open personal settings
2.From Help Menu,try launch
3.Repeat this with any other application



I created an appliance on susestudio where again this problem can be seen.So,this has to do with some system setting - Globally effective.

workaround: install susehelp
