If you set display power management to OFF in KDE4.4 > Configure Desktop > Advanced > Power Management (all profiles), the screen will still blank after 10 minutes of no activity.  Screensaver is disabled.  Desktop effects are off (same results when on).

Workarounds such as using 
  xset s noblank -dpms 
will "fix" this behavior.

It looks like this kde.org bug report is for the same issue: 
  https://bugs.kde.org/show_bug.cgi?id=230227
although it's an older bug report (for KDE4.4.1).
I did not see the issue on openSUSE 11.2 running KDE4 Factory until after a recent Factory update (I believe it started after updating to 4.4.3-80.1).  Now the same is happening on 11.2 running KDE4 Factory.

I saw it on openSUSE 11.3 M7 immediately after install and adjusting the power management settings.

It seems to be triggered only after you adjust the power management settings to blank the screen after some time period.  Resetting it back to no-blanking is ignored.  Disabling/enabling powerdevil has no effect.

According to the upstream report this is fixed with openSUSE 12.1.
