In sysinfo: the processor always runs at maximal speed 1995 Mhz(my cpu has 2 Ghz max). It's a Dell 6400 laptop. 

In powerdevil cpu frequency scaling can't be changed, in fact it doesn't display any selectable option.

I don't know if it's a kde bug or a distribution bug.

installing hal fixed this issue.
