The package kde4-l10n-pl-doc contains a link to <URL:man:/http>, which is not installed along with it.  I have no idea which package it would be in.

Reproducible: Always

Steps to Reproduce:
1. Navigate to <URL:help:/kioslave/http/index.html>
2. Follow the hyperlink.

Actual Results:  
1.

AFAIK the http man page is /usr/share/man/mann/http.n.gz provided by the package tcl.

wstepehnson said on irc that it is probably an upstream bug to assume that the http man page is installed.

Therefor I reported this upstream https://bugs.kde.org/show_bug.cgi?id=252281
