The launchers are back after logging in again.
I am testing on current Factory (same version with Beta2 at the moment)

libkde4 version: 4.8.4-1.1

Reproducible: Always

Steps to Reproduce:
1. Log in
2. Right click Dolphin launcher on bottom Panel and "Remove this Launcher"
3. Log out
4. Log in
5. Dolphin reappears.

known issue. you can try a workaround: delete the current taskmanager and insert a new one.
