I am upgrading from 12.1 and 12.2 to 12.3. The upgrade process fails in sysconfig (sysconfig-0.80.5-1.1.1.x86_64.rpm):

line 11 /dev/.sysconfig/network/migrate_nm_variable: No such file or directory
%pre(sysconfig-0.80.5-1.1.1.x86_64.rpm) scriptlet failed, exit status 1

If I use zypper dup in 12.x, the process work flawless (at least apparently). And the installation of sysconfig-0.80.5-1.1.1.x86_64.rpm works.
