formatting logical volume /dev/system/root (11.26GB) with btfs

system error code was:  -3008

/sbin/mkfs.btfs 'dev/system/root':
Error:  error checking /dev/system/root mount status



Reproducible: Always

Steps to Reproduce:
1. use system installer and select LVM partioning and BTFS filesystem
2.run installer
3.
Actual Results:  
See details above.  fails to create and mount root volume.

Expected Results:  
create root volume and continue instlal
