I have install the RC 1 OS 13.1 and facing problems with bluetooth. 
"No adapter found"

I cann't connect any bluetooth device !

It is not possible to activate the bluetooth in KDE. 

I think it is really a bug. by the OS 12.3 was all perfect !!!!

I am having the same issue, bluetooth works fine in 12.3, but not in 13.1RC1. I am pretty sure after reading the forums that this is related to the move to BlueZ5, though I could be wrong. None of the fixes worked for me either.
