after eula-acception packagekitd just hangs

Im using openSUSE tumbleweed. Each update comes with a new eula (see below). When I accept it, apper is no longer reacting, seems to wait for authorisation, but nothing happens anymore. I have to end the prcess manualy with KSysGuard. If there are more new updates, none will be installed. I have the same problem in 13.2
I see this problem as well on several 13.2 systems whenever there is a flash-player update. And it doesn't seem to be a problem in Apper, as I can reproduce it with "pkcon update" as well. pkcon update PackageKit just hangs after accepting the EULA (at "Waiting in queue"). Interacting with it in any way, (e.g. running an additional Apper or pkcon instance, or checking for updates with the update applet) makes it continue. As it seems to be a problem in PackageKit itself, I'm reassigning to GNOME, where PackageKit is maintained.
Try tumbleweed! In my case this problem has disappeared some weeks ago.

I just tried on a current Tumbleweed installation, and the problem is perfectly reproducible there. And I also tried to install the latest PackageKit-1.0.5 from GNOME:Factory on my 13.2 system, with the same result. To reproduce, install an older version of flash-player, and then run "pkcon update" or use Apper to update your system (I haven't tried gnome-packagekit, but I would expect the same problem). To reproduce on Tumbleweed, you could disable the Tumbleweed non-oss repo, add the 13.2 non-oss and non-oss-update repos, and install flash-player from the standard 13.2 non-oss repo, then update. If you just update the _package_ (via the Factory non-oss repo), there is no license agreement shown at all, only if you install a "patch" apparently. So the problem has not disappeared in Tumbleweed at all. There's just no license agreement necessary any more on each upgrade, which hides the problem obviously. But it's not fixed.

An old version of Flashplayer needs this aggrement and then bug appeares. I added 2 attachments from /var/log/messages: first when apper is running in usermode, second comes up, when I start apper as SU. This has an error message. So it can probably be helpfull for debugging.
I have this problem also in Tumbleweed with Plasma 5.

So they are probably not related unfortunately and won't help for debugging I think. Although those don't sound good either...

Today I tried to reproduce the problem with old flash-player-versions, but none of them required an eula-acception. So I can't verify this bug again. Has somebody a version with this acception build in, so that I can try it again? Or has this bug disappeared/solved? I don't know. My tumbleweed-version is 20150423-1.1

Well, if I disable the license check in the zypp backend completely, installing flash-player updates works fine here too (on 13.2). But I wouldn't call this a solution. That's a workaround at best, and probably questionable from a legal point of view (I am no lawyer though). As long as you don't see/have to accept a license agreement, everything should indeed work fine, it does here too. But that's irrelevant to this bug report I'd say. The problem only exists when you have to accept a license agreement, and that should (has to) be fixed. Btw, also gstreamer-plugin-fluendo requires a license agreement. Maybe you can reproduce with this one?

For the record, I did try PK 1.0.6 meanwhile and do see the same issue. And just to be sure I also explicitely tried with gpk-update-viewer (from the package gnome-packagekit) and indeed it behaves the same. So I'm changing the title now to avoid misunderstandings, this is definitely no Apper issue.
This has become very strange! At first, I uninstalled gstreamer-fluendo-mp3 with YAST. Then installed it again (gstreamer-fluendo-mp3 21-13.2) with Apper-installer, but there was no eula-acception required. Same thing I found out with flash-player 3 days before. And there is another question for me. This bug came up only by using Apper-installer, not by using YAST. Both of them are using PK, if I am right. But now, as this problem probably has disappeared, should it be closed? I can't reproduce it anymore.
I've updated Flash Player on 15 April (flash-player-11.2.202.457-2.48.1.x86_64.rpm) and the issue was still present.

Again, the problem has disappeared for you because you don't have to accept any license agreement (which might be a different bug or by design, no idea). But this bug should definitely _not_ be closed. packagekitd (even the latest version) still hangs when there is a license agreement required.

Last Question for me in this case: I don't want to go back with my OS to openSUSE 13.2, which should be necessary to proof it again. My only guess is: Could it be possible that this different behavior came up with tumbleweed at one update in the past? (During installation perhaps?) Another quite interesting ting I found today. In org.freedesktop.PackageKit.Transaction.xml : 1963 ff " The <doc:tt>eula_id</doc:tt> which identifies the EULA - this is provided so that if a specific EULA has previously agreed to a EULA from Acme Corp it is not asked again." ?????? Today I see there's an update for AdobeICCProfiles, v2.0-154.1 from the Tumbleweed repo. This update requires a license agreement and packagekit hangs on this agreement also.

This bug (Apper hangs after confirmation of Licence dialog) is still present. I am struggling with this bug since I am working with openSuse 13.2. I have other setups of openSuse 13.2 on other machines without this problem ... I have a normal setup of openSuse 13.2 (not Thumbleweed) and I get this bug evertime, when Flash player is going to be updated. I consider this a serious bug as I use to recommend openSuse to normal users. Of course they are not able to make updates if this bug occurs. For me, I am able to workaround with YAST or zypper but normal users do not know this way. This bug should be fixed.
It still happens under openSUSE 42.2 KDE Plasma 5.8.6.
