CVE-2019-14443

An issue was discovered in Libav 12.3. Division by zero in range_decode_culshift
in libavcodec/apedec.c allows remote attackers to cause a denial of service
(application crash), as demonstrated by avconv.

The POC files are the same files as in https://bugzilla.opensuse.org/show_bug.cgi?id=1143556#c2 (note it even makes reference to the same bug report in libav's bugzilla) so the result is the same: We're not affected by this either.
