mcs doesn't report errors of type CS0056

Steps to reproduce the problem:

This is the test currently available under mcs/errors/cs0056.cs

/ cs0056.cs: Incompatible accessibility. Operator return type is less
accessible than operator.

class ErrorCS0056 {
}

class Foo {
        public static implicit operator ErrorCS0056(Foo foo) {
                return new ErrorCS0056 ();
        }
        public static void Main () {
        }
}




Setting qa contact to the default for this product.
   This bug either had no qa contact or an invalid one.

Reassigning to default owner, setting priority to minor according to our priority rules (mcs doesn't report an error message).
