mcs doesn't report errors of type CS0058

Steps to reproduce the problem:

This is the test currently available under mcs/errors/CS0058

// cs0058.cs: Incompatible accessibility. Parameter type is less
accessible than delegate.
// Line: 10

using System;

class ErrorCS0058 {
}

class Foo {
        public delegate ErrorCS0058 Delegate ();

        public static void Main () {
        }
}





Setting qa contact to the default for this product.
   This bug either had no qa contact or an invalid one.

Reassigning to default owner, setting priority to minor according to our priority rules (mcs doesn't report an error message).
