Steps to reproduce the problem:
- run nunit-console on any test assembly
or
- run nunit-gui.exe and load any test assembly

Actual Results:
You'll get an error that "nunit.core.dll cannot be loaded", even though it
is right there in the directory with nunit*.exe.

Expected Results:
should work as it did a few days ago.
