Something XSP2 (or its component libraries) is doing is causing WAPI
handles to be consumed every 10 seconds.  It seems that anywhere between 1
and 3 handles are consumed at that very regular interval.

Ultimately, the server dies (freezes) with:
  CreateThread: error creating thread handle

This is related to issue #79060.

Though I'm not sure when it started, this issue seems to be in 1.1.15,
but not in the 1.1.13 line.  In between we also upgraded to the latest
version of Ubuntu, so I can't rule out external environmental changes.

As a side note, the 10 seconds indicated here seems to be caused by a
delay in the internal thread pool code.
