To reproduce:

Install windows installer (happening in 1.2.4, but I've seen it happen
previously as well).

Load up xsp2 test web server from the shortcut.

Go to xsp index page.  From there is seems it takes a couple of refreshes
for the page to be rendered correctly.  xsp also crashed within a few seconds.

Seems after I refresh a few times I can then browse through the samples.
