Gtk# settings project property sheet does not display when Gtk# support is disabled

---- Reported by bzximian.3.crazycomputers@neverbox.com 2007-07-24 11:49:46 MST ---- Description of Problem: If a new project is created without Gtk# support enabled, the property sheet for Gtk# settings does not display in the project properties, preventing it from being enabled. If the Gtk# settings item is clicked in the project properties when this is the case, and OK is clicked, a NullReferenceException is thrown. Steps to reproduce the problem: 1. Create a project without Gtk# support. 2.
