Description of Problem:

If a new project is created without Gtk# support enabled, the property
sheet for Gtk# settings does not display in the project properties,
preventing it from being enabled.

If the Gtk# settings item is clicked in the project properties when this is
the case, and OK is clicked, a NullReferenceException is thrown.

Steps to reproduce the problem:
1. Create a project without Gtk# support.
2. Open the project's properties and click Gtk# settings.

When the Gtk# settings page is selected, the following is written on
stdout:

System.NullReferenceException: A null value was found where an object
instance was required.
